It's better than the alternative. I had a DM who ruled that you could only say six words as a free action, and so instead of people just calling out things in combat, the game would grind to a stop as they counted on their fingers to try to figure out how to compress what they needed to say into the six-word limit.

And then I played a half-orc ranger who would give his pets orders in the heavily-agglutinative Black Speech, and when the DM complained about the things I was telling them to do, I'd show him that, say, "Circle around behind them and messily disembowel them all," is in fact only three words in the Black Speech...
